The gift of mobility: Transfer networks of local decision‐makers and interlocal collaboration

Abstract

Exploring the role of key individuals in institutional collective action (ICA) and interlocal collaboration contributes to understanding the micro‐mechanisms of the policy process. The career mobility of local decision‐makers through transfers among jurisdictions is a common phenomenon. This phenomenon gives rise to transfer networks of local decision‐makers. Despite the prevalence of these transfer networks, they have received relatively little attention in studies on interlocal collaboration. It is unclear how local decision‐makers' transfer networks and different transfer network characteristics affect interlocal collaboration. This article explains the role that transfer networks and transfer network characteristics play in interlocal collaboration by embedding decision‐makers' social networks with transfer networks based on the ICA framework. This study used a dyadic panel dataset of Chinese inter‐provincial watershed environmental collaboration from 2007 to 2019 for empirical research. The results show that existence of transfer networks of local decision‐makers increases the likelihood of interlocal collaboration. The social network ties constructed by decision‐makers in their career paths are responsible for the functioning of transfer networks. The likelihood of interlocal collaboration is higher when transfer networks exhibit successiveness, diagonal promotion characteristics, and collegiality. 探究关键个体在制度性集体行动和地方政府间协作中的作用,有助于理解政策过程的微观机制。地方决策者通过跨辖区调动完成职业流动,这是一种普遍现象。由此产生了地方决策者的转移网络。尽管转移网络普遍存在,但地方政府间协作研究却很少聚焦于此。尚不明确的是,地方决策者的转移网络以及不同的转移网络特征如何影响地方政府间协作。本文基于制度性集体行动框架,将决策者的社会网络嵌入转移网络,以期解释转移网络及其特征在地方政府间协作中的作用。本研究使用一项关于2007年至2019年中国省际流域环境协作的成对面板数据集进行实证研究。研究结果表明,地方决策者转移网络的存在增加了地方政府间协作的可能性。决策者在职业路径中建构的社会关系网纽带是转移网络发挥作用的关键。当转移网络表现出连续性、对角晋升特征和同僚性时,地方政府间协作的可能性更高。 Explorar el papel de las personas clave en la acción colectiva institucional y la colaboración interlocal contribuye a comprender los micromecanismos del proceso de formulación de políticas. La movilidad profesional de los tomadores de decisiones locales a través de transferencias entre jurisdicciones es un fenómeno común. Este fenómeno da lugar a redes de transferencia de tomadores de decisiones locales. A pesar de la prevalencia de estas redes de transferencia, han recibido relativamente poca atención en los estudios sobre la colaboración interlocal. No está claro cómo las redes de transferencia de los tomadores de decisiones locales y las diferentes características de las redes de transferencia afectan la colaboración interlocal. Este artículo explica el papel que desempeñan las redes de transferencia y las características de las redes de transferencia en la colaboración interlocal mediante la incorporación de las redes sociales de los tomadores de decisiones con las redes de transferencia basadas en el marco de la acción colectiva institucional. Este estudio utilizó un conjunto de datos de panel diádico de la colaboración ambiental interprovincial de cuencas hidrográficas chinas de 2007 a 2019 para la investigación empírica. Los resultados muestran que la existencia de redes de transferencia de tomadores de decisiones locales aumenta la probabilidad de colaboración interlocal. Los vínculos de redes sociales construidos por los tomadores de decisiones en sus trayectorias profesionales son responsables del funcionamiento de las redes de transferencia. La probabilidad de colaboración interlocal es mayor cuando las redes de transferencia exhiben sucesión, características de promoción diagonal y colegialidad.
