Performance ranking, span of control, and grassroots government responsiveness

Abstract

Policy makers have increasingly relied on performance ranking regimes based on information collected through public complaint systems to improve grassroots governments' accountability, transparency, and responsiveness. This article contributes to the existing literature by examining whether grassroots governments strategically adjust their responsiveness according to their ranking positions and the number of their peers that are supervised by the same superior government (i.e., span of control). To test the theorized relationships, we built an original panel dataset consisting of monthly responsiveness information and socioeconomic and leadership characteristics of 333 grassroots governments in Beijing, China from February 2019 to December 2020. Our empirical findings consistently show that having a high/low ranking is associated with a decrease/increase in grassroots governments' responsiveness in the next period. Additionally, as the span of control increases, the effect of ranking position on responsiveness changes among grassroots governments weakens. Este artículo contribuye a la literatura existente al examinar si los gobiernos de base ajustan estratégicamente su capacidad de respuesta de acuerdo con sus posiciones de clasificación y el número de sus pares que son supervisados por el mismo gobierno superior (es decir, el alcance del control). Para probar las relaciones teorizadas, construimos un conjunto de datos de panel original que consta de información de respuesta mensual y características socioeconómicas y de liderazgo de 333 gobiernos de base en Beijing, China, desde febrero de 2019 hasta diciembre de 2020. Nuestros hallazgos empíricos muestran consistentemente que tener una clasificación alta (baja) está asociado con una disminución (aumento) en la capacidad de respuesta de los gobiernos de base en el próximo período. Además, a medida que aumenta el alcance del control, se debilita el efecto de la posición de clasificación en los cambios de capacidad de respuesta entre los gobiernos de base. Se utilizaron una serie de comprobaciones de robustez para validar las relaciones teorizadas.
