Gap reduction and collaborative empowerment: How can farmland protection policies be effectively implemented? Based on the case study of Y County, China

Abstract

Resolving policy potential disparities and coordinating among multiple stakeholders are essential components of effective policy implementation. Nevertheless, there has been limited scholarly attention to the causes and remedies for grassroots implementation challenges, particularly through the lens of new collective action theory and the concept of “policy potential difference.” This study employs the new collective action theory, utilizing a dynamic analytical model based on “institutional control−policy mobilization” and “policy potential difference” to explore the implementation of farmland protection policies. The study finds that in response to implementation challenges, grassroots governments can employ a robust dual model of institutional control and policy mobilization to develop a collaborative empowerment strategy of “ductile subsidence−differential embedding” to address difficulties. Policy implementation is optimized through three pathways: “institutional embedding and pressure entrusting,” “resource embedding and differential satisfaction,” and “relational embedding with informal organization mobilization and confidence building.” Drawing from grassroots policy implementation experiences, the dynamic interaction between “institutional control−policy mobilization” and “policy potential difference” strengthens the theoretical interpretation of policy implementation at the grassroots level in China. 化解政策势差、协调多利益攸关方是政策有效执行的重要内容。然而,学界对基层执行困境的成因及解决措施的关注较少,尤其是从新集体行动理论和“政策势差”概念出发的研究。本研究运用新集体行动理论,以“制度控制—政策动员”与“政策势差”为基础的动态分析模型来探究耕地保护政策的执行情况。研究发现,面对执行困境,基层政府可以采用稳健的制度控制与政策动员二元模型,构建“延性下沉—差异嵌入”的协同赋权策略,以应对政策执行困境。通过“制度嵌入与压力托付”、“资源嵌入与差异满足”、“关系嵌入与非正式组织动员和信任构建”三条路径来优化政策执行。通过借鉴基层政策执行经验,“制度控制—政策动员”与“政策势差”的动态互动强化了对中国基层政策执行的理论解释。 La solución de las disparidades en el potencial de las políticas y la coordinación entre las distintas partes interesadas son componentes esenciales de una implementación eficaz de las políticas. Sin embargo, la atención académica a las causas y soluciones de los desafíos de implementación de las políticas de base ha sido limitada, en particular desde la perspectiva de la nueva teoría de la acción colectiva y el concepto de “diferencia de potencial de políticas”. Este estudio emplea la nueva teoría de la acción colectiva, utilizando un modelo analítico dinámico basado en el “control institucional ‐ movilización de políticas” y la “diferencia de potencial de políticas” para explorar la implementación de políticas de protección de tierras agrícolas. El estudio concluye que, en respuesta a los desafíos de implementación, los gobiernos de base pueden emplear un modelo dual sólido de control institucional y movilización de políticas para desarrollar una estrategia de empoderamiento colaborativo de “subsidencia dúctil ‐ inserción diferencial” para abordar las dificultades. La implementación de políticas se optimiza a través de tres vías: “incorporación institucional y confianza en la presión”, “incorporación de recursos y satisfacción diferencial” e “incorporación relacional con movilización de organizaciones informales y creación de confianza”. A partir de las experiencias de implementación de políticas a nivel de base, la interacción dinámica entre “control institucional ‐ movilización de políticas” y “diferencia de potencial de políticas” fortalece la interpretación teórica de la implementación de políticas a nivel de base en China.
