Projecting the Arena of Inclusion: The Case of South Korea in Pursuing a Phased Inclusive Growth Process

Abstract

South Korea created a mechanism that fuels inclusive growth, a process that coevolves economic growth and social well‐being. This study attempts to elaborate on the context and preconditions for development that would manifest salience policy implications for moving up the industrial value chain and attain inclusive growth. We contend against the view of simplified growth cum equity that is used to elucidate the success of Korea's socioeconomic development (economic miracles). Our findings informed us that there were intense measures taken throughout different phases of Korea's industrial development. In addition, we observed in many occasions intense negotiations between the state, firms, and civil society for social welfare and a better working environment. This led to a pursuit for inclusive growth in the post catching‐up phase that blended together many inclusive agendas, realizing growth that coevolved industrial upgrading and social welfare. This article seeks to explain how Korea populated its arena of inclusion in the process of pursuing rapid industrialization. The overview of different phases of development provides normative principles that are useful as a guide for other economies which aspire to attain similar development. 规划包容性舞台:韩国推行阶段性包容性增长进程 韩国创造了一种促进包容性增长的机制, 能够使经济增长和社会福利共同进化。本研究试图阐述增长的背景和先决条件, 这将凸显出提升产业价值链和实现包容性增长的政策影响。笔者反对简化增长兼顾公平的观点, 这是用来阐明韩国社会经济发展成功(经济奇迹)的观点。调查结果显示, 韩国工业发展的各个阶段都采取了严厉的措施。此外, 笔者在许多场合观察发现, 国家、企业和民间团体为提高社会福利和改善工作环境展开了激烈的谈判, 结果导致韩国在“后追赶阶段”追求包容性增长, 将许多包容性议程混在一起, 从而实现工业升级和社会福利的共同增长。本文试图解释在追求快速工业化的过程中, 韩国是如何转向包容性舞台的。本文对不同发展阶段进行概述以提供规范原则, 从而为其他希望实现类似发展的经济体提供有效指导。 Proyectando la arena de inclusión: el caso de corea del sur intentando un proceso de crecimiento incluyente y en fases Corea del Sur creó un mecanismo que fomenta el crecimiento incluyente, un proceso que evoluciona conjuntamente el crecimiento económico y el bienestar social. Este estudio intenta contribuir al contexto y condiciones previas para el desarrollo que manifestarían ser implicaciones políticas sobresalientes para subir por la escalera de valor industrial y llegar al crecimiento incluyente. Nos mantenemos en contra de la perspectiva del crecimiento simplificado con equidad que es usado para aclarar el suceso del desarrollo socioeconómico de Corea (milagros económicos). Nuestros hallazgos nos informaron que había medidas intensas que se tomaron a través de diferentes fases del desarrollo industrial en Corea. Además, observamos en muchas ocasiones negociaciones intensas entre el estado, las compañías y la sociedad civil para el bienestar social y un mejor funcionamiento ambiental. Esto llevó a intentar tener un crecimiento incluyente en la fase post “ponerse al día” que se mezcló con muchas agendas incluyentes, lo que realizó un crecimiento que coevolucionó el desarrollo industrial y el bienestar social. Este documento busca explicar cómo Corea llenó su arena de inclusión en el proceso de una rápida industrialización. La perspectiva general de diferentes fases de desarrollo proporciona principios normativos que son útiles como guía para otras economías que desean llegar a un desarrollo similar.
