Abstract

This article examines the role that overlapping committee jurisdictions play in fostering or hindering attention to environmental and energy issues in the U.S. Congress. The Select Energy Independence and Global Warming Committee, created by House Democrats in , and its chairman Rep. Ed Markey took advantage of opportunities within the existing jurisdictional arrangement to increase attention to these issues despite lacking any legislative authority. Data from the 110th and 111th Congresses show that the Select Committee held more hearings on climate change and alternative energy, and on environmental and energy policy generally, than any other committee. The committee also increased the range of sources informing debate on these issues by calling different witnesses than other committees. These findings have important implications for the relationship between institutional structure and agendas and for Congress' policy†making role on energy and the environment.å›½ä¼šå…³æ³¨å’Œæœºä¼šç»“æž„ï¼šèƒ½æº ç‹¬ç«‹å’Œå…¨ç ƒå ˜æš–ç‰¹åˆ«å§”å‘˜ä¼š ç¾Žå›½å›½ä¼šä¸ä¸ å Œå§”å‘˜ä¼šç®¡è¾–èŒƒå›´å˜åœ¨éƒ¨åˆ†é‡ å , æœ¬æ–‡æ£€éªŒäº†æ¤é‡ å åœ¨åŸ¹å…»æˆ–é˜»ç¢ å¯¹çŽ¯å¢ƒå’Œèƒ½æº è®®é¢˜å…³æ³¨ä¸Šæ‰®æ¼”çš„è§’è‰²ã€‚2007å¹´ä¼—è®®é™¢æ°‘ä¸»å…šåˆ›ç«‹äº†èƒ½æº ç‹¬ç«‹å’Œå…¨ç ƒå ˜æš–ç‰¹åˆ«å§”å‘˜ä¼šï¼ˆThe Select Energy Independence and Global Warming Committee), å…¶å§”å‘˜ä¼šä¸»å¸ä¸ºçˆ±å¾·å ŽÂ·é©¬åŸºï¼ˆEd Markey), ä»–å¸¦é¢†å§”å‘˜ä¼šåœ¨ç¼ºå°‘ç«‹æ³•æ ƒçš„æƒ…å†µä¸‹, 利用现有管辖安排(jurisdictional arrangementï¼‰å†…çš„ä¸ å Œæœºä¼š, 扩大了国会对这些环境问题的关注。第110å’Œ111å±Šå›½ä¼šæ•°æ ®æ˜¾ç¤º, ç‰¹åˆ«å§”å‘˜ä¼šåœ¨æœ‰å…³æ°”å€™å ˜åŒ–ã€ å ¯æ›¿ä»£èƒ½æº ã€ ä¸€èˆ¬çŽ¯å¢ƒæ”¿ç–å’Œèƒ½æº æ”¿ç–ä¸Šä¸¾è¡Œçš„å ¬è¯ ä¼š, æ¯”å…¶ä»–ä»»ä½•å§”å‘˜ä¼šéƒ½å¤šã€‚ç‰¹åˆ«å§”å‘˜ä¼šå Œæ—¶é€šè¿‡ä¼ å ¬ä¸ å Œç›®å‡»è¯ äºº, æ‰©å¤§äº†å¯¹è¿™äº›é—®é¢˜è¿›è¡Œè¾©è®ºçš„æ ¥æº ã€‚è¿™äº›ç ”ç©¶å ‘çŽ°å¯¹åˆ¶åº¦ç»“æž„å’Œåˆ¶åº¦è®®ç¨‹çš„å…³ç³», å¯¹å›½ä¼šåœ¨èƒ½æº å’ŒçŽ¯å¢ƒä¸Šæ‰®æ¼”çš„æ”¿ç–åˆ¶å®šè§’è‰², éƒ½å…·æœ‰é‡ è¦ æ„ ä¹‰ã€‚Atención del congreso y estructuras de oportunidad: El Comité Selecto de Independencia de Energía y Calentamiento Global Este artículo examina el papel que juegan las jurisdicciones de comités yuxtapuestos al fomentar o inhibir la atención a temas de energía y medio ambiente en el congreso de los EE UU.
