The Role of Scientific Excellence in the Changing Meaning of Maize in Mexico

Abstract

Making policy is giving a meaning to objects. This perspective on policy making gained importance in the 1990s with the emergence of discursive approaches. In this article, we use the concepts of Hajer's discourse coalition approach to shed light on the evolving meaning of maize in Mexican society. Specifically, we trace a parallel between the evolution of biotechnology policy and discourses on maize over a 25†year period. The article argues that until recently, the protection against biotechnological manipulations enjoyed by maize has been bolstered by a discourse granting the plant a special status in the country's history. However, the emergence of a new discourse grounded on the practice of scientific excellence is now challenging the old perspectives, and also finding support among government officials. Esta perspectiva de la creación de políticas ganó importancia en los años 1990 con la aparición de las aproximaciones discursivas. En este artículo, utilizamos los conceptos de la aproximación de Coalición Discursiva de Hajer para resaltar el significado cambiante del maíz en la sociedad mexicana. Específicamente, establecemos un paralelo entre la evolución de la política de la biotecnología y los discursos acerca del maíz en un periodo de 2 años. El artículo argumenta que hasta hace poco, las protecciones contra las manipulaciones biotecnológicas con las que cuenta el maíz han sido ampliadas por un discurso que le otorga a la planta su estatus especial dentro de la historia del país. Sin embargo, la aparición de un nuevo discurso fundado en la práctica de la excelencia científica está ahora desafiando las viejas perspectivas, y también cuenta con el apoyo de los oficiales del gobierno. Como resultado, las políticas mexicanas que le otorgan una protección especial al maíz están cambiando, y este cambio político podría posiblemente desencadenar cambios en el significado simbólico del maíz.
