Zoning a metropolitan area

Abstract

We analyse the zoning of a metropolitan area comprising two municipal districts. Each municipal district has a residential area and spare land. The residential areas are connected and form a linear city. We find that for some values of the zoning costs two equilibria exist simultaneously: both local regulators zone or both decline to zone. From the viewpoint of a metropolitan authority with jurisdiction over the municipal districts there is an excess in local zoning regulations, so that authority should veto regulations that reduce the social welfare of the metropolitan area. This veto is also welfare improving for each municipal district Se analizó la zonificación de un área metropolitana que comprende dos distritos municipales. Cada distrito municipal tiene un área residencial y terrenos aledaños. Las áreas residenciales están conectadas y forman una ciudad lineal. Se encontró que para algunos valores de los costos de zonificación existen dos equilibrios simultáneamente: o ambos reguladores locales zonifican o ninguno zonifica. Desde el punto de vista de una autoridad metropolitana con jurisdicción sobre los distritos municipales, existe una excesiva reglamentación local de zonificación, por lo que la autoridad debería vetar las reglamentaciones que reducen el bienestar social del área metropolitana. Este veto también mejora el bienestar de cada distrito municipal. 本稿では、二つの地方行政区を含む大都市圏のゾーニングを分析する。各地方行政区にはそれぞれの居住地区と空閑地がある。居住地区は繋がっており線形都市を形成している。ゾーニングのコストのいくらかの価値として、二つの平衡状態が同時に存在していることがわかる。すなわち両方の地方行政の規制当局がゾーニングを行っているか、またはどちらもゾーニングをしていないかである。その地方行政区を管轄する当局の立場からは、現地のゾーニング規制には過剰な部分があるため、大都市圏の社会福祉を損なう規制に対する拒否権を発動している。この拒否権の発動は、それぞれの地方行政区にとって福祉の改善するものでもある。
