Location and research activities organization: Could public/private cooperation be harmful?

Abstract

This paper investigates the organization and the distribution of research activities between nearby public and private laboratories. In a three‐stage game, the ‘size’, ‘locationprime and ‘research effortprime are determined under the assumption that public spillovers depend on the location of the private laboratory. We compare two scenarios in which the research efforts are decided either cooperatively or non‐cooperatively. We show that for particular levels of subsidy granted to the public lab, higher funding favours spatial proximity and increases the total research effort in the cooperative case, while it diminishes the total effort in the non‐cooperative one. Moreover, compared with the non‐cooperative case, research cooperation: (i) may increase the distance between the two laboratories; (ii) makes the public laboratory smaller; (iii) increases the total research effort; but (iv) is detrimental to the payoff of the whole research sector. Este artículo investiga la organización y la distribución de actividades de investigación entre laboratorios públicos y privados cercanos. En un juego de tres etapas, el ‘tamaño’. la ‘ubicación’ y el ‘esfuerzo de investigación’ se determinan bajo el supuesto de que los spillovers públicos dependen de la ubicación del laboratorio privado. Se compararon dos escenarios en los que los esfuerzos de investigación se deciden de forma cooperativa o no cooperativa. Se demuestra que para niveles particulares de subsidio otorgados al laboratorio público, una mayor financiación favorece la proximidad espacial y aumenta el esfuerzo total de investigación en el caso cooperativo, mientras que disminuye el esfuerzo total en el no cooperativo. Además, en comparación con el escenario no cooperativo, la cooperación en investigación: (i) podría aumentar la distancia entre los dos laboratorios; (ii) hace que el laboratorio público sea más pequeño; (iii) aumenta el esfuerzo total de investigación; pero (iv) es perjudicial para el resultado de todo el sector de investigación. 本稿では、公設と民間の近隣の研究機関の組織と研究活動の範囲を検討する。3段階ゲームで、公的機関のスピルオーバーは企業及び私設の研究機関の立地に依存するという仮説のもとで、「size(規模)」「location(立地)」「研究努力(research effort)」を測定する。研究努力は共同的にも非共同的にも測定される2つのシナリオを比較する。公設の研究機関に支給される助成金が一定のレベルになると、より高額な資金を調達するには空間的な近接性が好ましく、高額な資金により共同的なケースにおいては総合的な研究努力が増加するが、非共同的なケースでは総合的な研究努力が減少する。さらに、非共同的なケースと比較すると、共同研究では(1)2つの研究機関の距離が延びる可能性がある、(2)公設の研究機関の規模が小さくなる、(3)総合的な研究努力は増加するが、(4)研究セクター全体的には利益が損なわれる。
