Eine Theorie Demokratischer Wirtschaftspolitik

Abstract

Die gegenseitige Beeinflussung von Wirtschaft and Politik wird durch politisch‐ökonomische Modelle empirisch erfasst. Es fragt sich, welche wirtschaftspolitischen Möglichkeiten bestehen, wenn die Regierung einen endogenen Bestandteil des politisch‐ökonomischen Systems bildet. Als Ansatzpunkte bieten sich die Information and Beeinflussung der Präferenzen der Wähler und der Regierung, die Veränderung der wirtschaftlichen Einschränkungen des Handlungsspielraumes der Regierung and der Verfassungsvertrag an. Die Ratschläge werden grundsätzlich im Interesse der wirtschaftspolitischen Entscheidungsträger gegeben – und nicht unabhängig oder gegen sie. Diese neue Sicht wird der herrschenden Lehre der (quantitativen) Theorie der Wirtschaftspolitik (insbesondere der Theorie optimaler Steuern) sowie der Theorie rationaler Erwartungen gegenübergestellt. The interaction between economy and society is empirically analyzed by politico‐economic models. The question arises what possibilities for economic policy there are when the government is considered an endogenous part of the politico‐economic system. The following approaches are identified: information and influencing preferences of voters and of government, change of economic constraints upon government behaviour, and constitutional contract. Economic policy advice is given in the interest of, and not independent of, or against political decision‐makers. The new view is compared with the traditional (quantitative) theory of economic policy and with the theory of rational expectations. L'influence réciproque de l'économie et de la politique est analysée empiriquement au moyen de modéles politico‐économiques. La question se pose de savoir quelles possibilités s'offrent en matière de politique économique lorsque le gouvernement est considéré comme une composante endogène du système politico‐économique. Les points suivants constituent des éléments d'approche: information et prise d'influence sur les préférences des électeurs et du gouvernement, modification des contraintes économiques limitant le champ d'action du gouvernement et pacte constitutionnel. L'activité‐conseil se fait fondarnentalement dans l'intérêt des organes décisionnels de la politique économique – et non indépendamment d'eux ou contre eux. Cette nouvelle perspective est confrontée à la théorie traditionnelle (quantitative) de la politique économique (en particulier théorie de l'imposition optimale) et à la théorie des anticipations rationnelles.
