Abstract
We estimate the effect of Canada's Nutrition North subsidy using an appropriate econometric strategy that accounts for heterogeneous effects across different market structures. This strategy leads to economically and statistically different estimates of the pass‐through rate than previous estimates. We find evidence that, on average, subsidy increases are fully passed on to the intended recipients. Our findings have important policy implications for addressing the high price of food in northern and remote communities, especially when compared to previous estimates that suggest a large portion of the subsidy fails to reach consumers. Nous estimons l'effet de la subvention Nutrition Nord Canada en utilisant une stratégie économétrique appropriée qui tient compte des effets hétérogènes selon différentes structures de marché. Cette approche mène à des estimations économiquement et statistiquement différentes du taux global de transmission par rapport aux études précédentes. Nos résultats montrent que, en moyenne, la subvention est entièrement transmise aux bénéficiaires visés. Ces conclusions ont d'importantes implications en matière de politiques publiques pour faire face au coût élevé des aliments dans les communautés nordiques et éloignées, surtout lorsqu'on les compare aux estimations antérieures non pondérées qui suggéraient qu'une grande partie de la subvention n'atteignait pas les consommateurs.
