L'encadrement sectoriel de l'expression citoyenne: innovation sociale dans la democratie locale

Abstract

L'article restitue les résultats d'une recherche herméneutique sur le Conseil Communal de Concertation de la Ville de Lille, recherche alimentée par les données recueilles lors des entretiens avec les acteurs, par l'analyse des documents issus de l'activité du Conseil et par l'observation directe lors de différents types de réunions participant du fonctionnement du Conseil. Dans ce cadre, l'encadrement sectoriel de l'expression citoyenne est présenté, d'une part, comme une innovation sociale issue de la rencontre incontournable entre le besoin d'agir au nom d'un idéal appréhendé comme démocratie participative et le besoin d'exercer un contrôle supplémentaire sur la gestion urbaine par l'attachement aux traditions de la démocratie représentative et, d'autre part, comme une innovation sociale à but pédagogique visant l'éducation à la démocratie.
