Central bank controls to regulate dealings by electronic payment means, with an indication of the reality of the bank card in Algeria

هدف البحث إلى تبيان الضوابط والإجراءات التي تضعها البنوك المركزية لتنظيم التعامل بتقنيات الدفع الالكترونية، في إطار تحقيق الاستقرار الاقتصادي بشكل عام، وتم التوصل إلى أن هذه الوسائل بالرغم من أنها ساهمت في تحقيق متطلبات الدفع الالكتروني من سرعة وتدنية التكاليف وضمان وسرية، إلا أن ذلك له آثاره على صعيد الكتلة النقدية، كما أن الجزائر تحتاج إلى تطوير نظامها المصرفي في الجانب التشريعي والتنظيمي. The research aims to clarify the controls and procedures set by central banks toregulate dealing with electronic payment technologies, within the framework of achieving economic stability in general. At the level of monetary mass, due to the decrease in money circulating outside the banking system, and its rise in the treasury of banks, which leads to the accumulation of its reserves, and that Algeria needs to develop its banking system in the legislative and regulatory aspect.
