Strategy for the promotion of new and renewable energies as a way to achieve energy transformation in Algeria

ازداد الاهتمام على المستوى العالمي باستغلال الطاقات المتجددة، وهذا لأسباب عديدة، منها الانعكاسات السلبية على البيئة بفعل استغلال الطاقات الأحفورية، احتمال نضوب مصادر الطاقة الأحفورية، رغبة الدول المتقدمة في التخلص من التبعية تجاه مصادر الطاقة الأحفورية المملوكة من الغير... ضمن هذا السياق، ونظرا لمحدودية ثروة الجزائر من البترول والغاز الطبيعي، وكذا التزام السلطات الجزائرية بمقررات المجموعة الدولية الرامية إلى مواجهة مشكلة التلوث البيئي وما ينجر عنه من احتباس حراري، تبنت الجزائر ابتداء من سنة 2011 استراتيجية طاقوية ترمي إلى الشروع في تطبيق عملية تحول طاقوي مدعمة بتطوير استغلال الطاقات المتجددة. هذه الاستراتيجية تمت مراجعتها في سنة 2015 برفع مستوى الأهداف الطاقوية المراد بلوغها في حدود سنة 2030، والتي تم فيها التركيز أساسا على تطبيق سياسة ترشيد استهلاك الطاقة وتطوير الطاقة الشمسية، خاصة الفولتضوئية منها، وكذا طاقة الرياح. وسعيا لتحقيق هذا الهدف سنت الجزائر جملة من القوانين وأوجدت العديد من الهيئات والمؤسسات التي تعمل في مجال الطاقات المتجددة. لكن تبقى النتائج المحققة من طرف الجزائر في مجال النهوض بالطاقات المتجددة لا ترقى إلا مستوى الطموحات. وقد يعود هذا الأمر إلى حداثة تجربة الجزائر في هذا الميدان، وكذا استمرار الاهتمام بالطاقات الأحفورية، وهو ما يظهر من خلال الأهمية المعطاة للغاز الصخري في الاستراتيجية الطاقوية الجديدة للبلد. In this context, and because of the limits of Algeria's wealth in oil and natural gas, and the commitment of the Algerian authorities to deal with the problem of environmental pollution and its consequent greenhouse effect, since 2011, Algeria has adopted an energy strategy aimed at implementing a process of energy change supported by the development of renewable energies. This strategy was revised in 2015 to raise the level of energy targets to be achieved by 2030, with a focus on implementing the policy of rationalization of energy consumption and development of solar energy. especially photovoltaic, as well as wind energy. To achieve this goal, Algeria has promulgated a number of laws and created several bodies and institutions working in the field of renewable energies. But the results achieved by Algeria in the field of the promotion of renewable energies remain below ambitions. This would be due to the relatively recent experience of Algeria in this area, as well as the interest still granted to fossil fuels, as evidenced by the importance given to shale gas in the new energy strategy of the country.
