Electronic management as an introduction to improve the quality of public service in the sector of the interior and local collectivities

Abstract

لقد كان لزاما على الدولة الجزائرية التدخل لإصلاح منظومة الجماعات المحلية وتحسين جودة خدماتها المقدمة، عن طريق تبني الإدارة الالكترونية في تسييرها، وهذا بناء على قناعتها في كون جودة الخدمة العمومية هي احد ركائز الاستقرار الاقتصادي والسياسي في البلد، إذ يشكل المواطن المحور الأساسي للخدمة العمومية، وعلى اعتبار الجماعات المحلية الإدارة الأقرب إليه، والتي تعاني من عدة مشاكل وعلى رأسها تفشي السلوك البيروقراطي الذي يؤثر سلبا على جودة خدماتها المقدمة. انطلاقا مما سبق سنحاول من خلال هذه الورقة البحثية إبراز أهم الإصلاحات التي مست وزارة الداخلية والجماعات المحلية للتحسين من جودة الخدمات العمومية وترقيتها وذلك بالاعتماد على الإدارة الالكترونية مع التركيز على مصلحة الحالة المدنية ببلدية الدويرة. The Algerian state had to interfere in order to reform the local colletivities system and upgrade the quality of its services, and this by adopting electronic management as a tool, being convinced that the good quality of public service is one of the most important pillars for economic and political stability of the country. The citizen is the main axis of public service since local authorities system is considered as the closest administration to him, and which suffers from many problems, especially the prevalence of bureaucratic behaviors which has a bad impact on the quality of its services. In this article, we try to demonstrate the most important reforms implemented by the Ministry of the Interior and Local Collectivities to improve the quality of public services by adopting electronic management, focusing on civil affairs department of the municipality of Douera
