Abstract
تعتبر البنوك الإلكترونية من المواضيع التي تلقى اهتماما كبيرا من قبل المجتمع المصرفي الدولي نظرا لما تتمتع من مزايا جعلتها مختلفة عن البنوك التقليدية حيث تسعى إلى تحقيق مجموعة من الأهداف فهي مكان لخلق فرص العمل وإدارتها، كما توفر وسائل دفع إلكتروني التي تمكن العملاء من الحصول على الخدمات المصرفية الإلكترونية، وهذه الأخيرة بدورها تسعى إلى مواكبة التكنولوجيا الحديثة والاستفادة منها بهدف تقديم أفضل التقنيات بأكبر سرعة ممكنة مع اختصار الجهد وتقليل تكاليف الخدمة وهذا كله جعلها مكملة للخدمات البنكية التقليدية ونلاحظ استعمال هذه الخدمات بشكل كبير في الدول المتقدمة، ولكن رغم هذا التطور يوجد فجوة كبيرة تعاني منها الدول العربية، إلا أن ثمة معوقات لا تزال تقف في وجه هذا التطور، مما جعلها متأخرة مقارنة مع دول المتقدمة. وبحثنا هذا هو محاولة لاستبيان ماهية هذه البنوك باعتبارها إحدى مظاهر الاقتصاد الرقمي وذلك من خلال محاور عدة تتناول البنوك الالكترونية من مختلف الجوانب كالظهور، المفهوم، الأهداف، الأنواع، خدمات، مزايا ومخاطر هذه البنوك اضافة الى دراسة واقع البنوك الالكترونية في العالم بشكل عام والعالم العربي بشكل خاص. Electronic banks are considered by the international banking as subjects of great interest due to their advantages that are different from conventional banks where they seek to achieve a set of goals. They are a place of job creation and management. They also provide electronic payment methods that enable customers to access electronic banking services. The latter seeks to keep up modern technology and benefit from it to provide the best techniques as fast as possible in shortcut the effort and reducing service costs. That all made it complemented to the conventional banking services. Moreover, we note the use of these services significantly in the developed countries. But despite this development, there is a big gap in the Arab countries. There are still obstacles that made them lagging compared with developed countries. The aim of Our research is to try to question what banks are, as they are considered as one of the purposes of the digital economy, through several axes dealing with electronic banks in various aspects as appearance, concept, goals, services, advantages and risks of such banks in addition to studying the reality of electronic banks in the world in general and the Arab world in particular.
