Abstract
The strategic role of financial inclusion in promoting equitable economic growth and, poverty alleviation and sustainable rural development has been growing in acknowledgement around the world. Although Grameena Banks (Regional Rural Banks) have been important institutional intermediaries in inclusive finance in India, there is a lack of conceptual scholarship that brings together its effectiveness in the changing socio-economic and digital environment of the Telangana State environment. To fill this gap, the current study aims to critically review and conceptually assess the effectiveness of financial inclusion efforts by the Grameena Banks in the State of Telangana, by drawing on the most recent literature, policy documents, institutional studies and new research publications. The study is conducted in a non-empirical, conceptual and exploratory research design, and it uses a systematic thematic synthesis approach to explore the multidimensional determinants, institutional mechanisms, opportunities and ongoing challenges affecting the outcomes of financial inclusion. The synthesis shows how Grameena Banks have improved financial inclusion through services like branch outreach, PMJDY, DBT, SHG Bank Linkage Programmes, digital payment system, financial literacy programmes, and priority-sector lending. However, structural inequalities, digital exclusion, financial capability gaps, infrastructural constraints, cyber security issues, gender gaps and the socio-economic heterogeneity of regions remain a constraint on the effectiveness of these interventions. By introducing the concept of integrated frameworks, the study contributes to the current knowledge base by suggesting a conceptual framework that makes institutional capacity, digital financial ecosystems, customer financial capability, governance effectiveness, technological innovation and stakeholder collaboration mutually reinforcing components of sustainable financial inclusion. The findings provide valuable theoretical insights and policy recommendations for policymakers, banking regulators, Grameena Bank administrators and development practitioners to craft more resilient, technology-infused and socially inclusive financial strategies. One of the main limitations of the study is that only secondary data sources are used, so there is no way to test the conceptual relationships proposed. The novelty of the study lies in creating a detailed, specific conceptual synthesis that incorporates the most recent financial inclusion literature, public policy advances, and financial digitalization to offer a comprehensive understanding of the effectiveness of financial inclusion efforts of the Grameena Banks in Telangana State of India, and the possible avenues for future empirical research.
