Abstract

This article examines the institutional frameworks that underpin regional development within the context of economic digitalization. It emphasizes their significant role in bolstering regional competitiveness, enhancing innovative capacity, and strengthening economic resilience. The study illustrates how digital transformation reshapes paradigms of regional governance, instituting new requirements for public authorities, enterprises, academia, and civil society. The findings suggest that successful digitalization at the regional level depends not solely on technological infrastructure but fundamentally on a strong institutional environment. This environment must facilitate multi-stakeholder coordination, promote innovation, expand digital networks, and effectively mobilize investment capital. The research examines crucial institutional factors contributing to regional digital progress, including regulatory frameworks, strategic planning techniques, public-private collaborations, digital governance tools, innovation ecosystems, financial resources, and channels for interregional cooperation. The focus is on integrating digital technologies into strategic management and embracing data-driven decision-making methods. The study ultimately proposes a comprehensive model of institutional support for regional digital transformation. This model is based on a collaborative ecosystem that brings together national and municipal authorities, private businesses, local communities, and research organizations. The findings suggest that optimizing institutional mechanisms should chiefly focus on minimizing spatial digital disparities, improving resource productivity, fostering innovative activities, and nurturing a supportive environment for digital entrepreneurship. The study ultimately reveals that to attain sustainable digitalization across regional economies, there must be a systematic reorganization of the institutional framework, complemented by a comprehensive alignment of digital strategies with the long-term socio-economic development goals of the region.
