Abstract
The article is devoted to the impact of digital technologies on public administration. It is noted that digital tools and resources are becoming increasingly important for effective and transparent governance. First, the improved access to information made available by the Internet and electronic systems is considered. Citizens receive up-to-date information about government programs and services, which promotes public scrutiny and involvement in governance. Digital technologies have great potential to transform public administration, improve the efficiency of public bodies and provide more transparent and public services. The article examines the prospects for the future development and use of digital technologies in public administration. The focus is on aspects such as e-government, open data, artificial intelligence and data analytics, e-identity, IoT, blockchain, social media and public participation. It has been established that the important challenges are ensuring inclusiveness and ethical use of these technologies, as well as constant adaptation to the changing needs and challenges of society. This article examines the ethical aspects and protection of personal data in the context of digital public administration. In the conditions of growing collection, storage and processing of personal data of citizens by government organizations, effective mechanisms are needed to ensure the privacy and security of this data. The article identifies key ethical principles that should be considered in digital public administration, such as transparency, consent, data minimization and security. It also emphasizes the importance of proportionality, the protection of individual rights and the use of anonymization and pseudonymization of data. Various measures that can be used to protect personal data are systematized, including cryptography, multi-level authentication, auditing and monitoring, and collaboration with third-party providers. The importance of legal protection and a culture of conscious data use is emphasized. The need for constant monitoring and improvement of data security policies and procedures, as well as to promote citizens' trust in the activities of the government and public organizations, has been updated.
