Abstract

The agricultural land market has its own characteristics. They are explained by the high land and resource potential of Ukraine and the advantages of its location. This allows us to make the assumption that Ukraine’s land assets have the potential to become one of the main sources of investment support for the agrarian sector of the economy. According to the amendments made to the Land Code of Ukraine as of July 21, 2021, the moratorium on the sale of agricultural land, other than state-owned land, was canceled. As a result of the formation of a free land market, there are certain changes in property relations, as well as changes in the process of providing Ukrainian citizens with plots of land. The introduction of payment for the use of land also became important, Note that the lowest average prices for land plots are precisely in those regions in which the area of sold plots is the largest: Kharkiv, Kirovohrad, Dnipropetrovsk, Poltava, Kherson. It is quite likely that this is another reason for the significant demand for land in these regions. The war significantly affected the area of land for which deeds were registered. The main problem was a significant decrease in the number of land resources available for sale. The decrease in demand was also influenced by the reduction of labor resources due to the outflow of the population abroad and mobilization. Liberalization of the land resources market is a new phenomenon for Ukraine, which is why this issue causes a significant amount of discussion. It is possible to formulate a number of recommendations for increasing the efficiency of the free land market. Attracting investments to the land market is promising. Introduction of affordable loans for farmers (from 5 to 10 % per annum), increase of the limit on the area that can be purchased. the greatest flourishing of the market of land resources is achieved when legal entities and foreigners enter it.
