Bölgesel Kalkınma ve Yatırım Teşviklerinin İstihdam Üzerindeki Etkileri: Van İli Tekstil Sektöründe Bir Uygulama

Abstract

Bu çalışma, Van ili tekstil sektöründe uygulanan bölgesel kalkınma politikalarının ve yatırım teşviklerinin istihdam üzerindeki etkilerini incelemeyi amaçlamaktadır. Araştırmada hem betimsel hem de nedensel bir araştırma yöntemi kullanılmıştır. Çalışmada Van ilinde faaliyet gösteren 45 firmaya anket uygulanmıştır. Mayıs 2024 yılına ait olan veriler, IBM SPSS 26 programı ile analiz edilmiştir. Analizlerde frekans, yüzde, aritmetik ortalama ve standart sapma gibi betimsel istatistikler kullanılmıştır. Gruplar arasındaki fark analizleri için tek yönlü varyans analizi testi kullanılmıştır. İlişki analizleri Ki-Kare testi kullanılarak yapılmıştır. İstatistikî anlamlılık %95 güven aralığında aranmıştır. Sonuçlar toplu olarak değerlendiriliğindefirmaların büyük bir çoğunluğunun en az bir türdeki teşviklerden yararlandığı, en fazla ise istihdam ve yatırım türündeki teşviklerden oluştuğu tespit edilmiştir. Teşviklerin ise daha çok kalkınma ajanslarından, KOSGEB’den ve Bilim Sanayi ve Teknoloji Bakanlığı’ndan alındığı görülmüştür. Firmaların aldıkları destek türlerinin başında da sigorta primi işveren hissesi desteği gelmektedir. Çalışmanın ulaştığı temel sonuçlar arasındateşviklerin, Van ilinde yeni sektörlere hareket getirmesi, yatırım çekmesi, kayıt dışılığı azaltması, işletmelerde çalışan eleman sayısını arttırarak istihdama katkı sağlaması ve vergi yükünü azaltarak sektörün büyümesini pozitif yönde etkilediğibulgusueldeedilmiştir.
