Toplum Yararina Programin (TYP) Etkinligi Uzerine Bir Alan Calismasi: Kars Ornegi

Abstract

Bu calismanin amaci Toplum Yararina Programin (TYP) uygulamadaki etkinligini Kars ili ozelinde analiz etmektir. Calisma, Kars kent merkezinde 2019 yilinda TYP kapsaminda calisan 263 kisilik evreni kapsamaktadir. Bu evreni temsilen secilen 164 örneklemle anket ve yüz yüze görüşme tekniği kullanilmiştir. Kolayda örnekleme yonteminin kullanidigi calismada TYP’ye iliskin ifadelerin yer aldigi bir olçek kullanilmistir. Ilgili literature gore olusturulan olcegin Cronbach’s Alpha değeri 0.936 olarak hesaplanmistir. Calismanin sonuclarina gore Kars’ta uygulanan TYP’nin dunyadaki uygulamalardan farkli olarak sadece kisa sureli bir gelir destegi saglamaya donuk oldugu gorulmektedir. Her ne kadar moral, motivasyon ve calisma yasamina katilim gibi kisa vadeli pozitif etkileri olsa da uzun donemde negatif etkileri oldugu gorulmektedir. Program kapsamindaki alimlarda yasanan seffaflik ve denetim sorunlari asil hedef kitleye ulasimda engel teskil etmektedir. Ayrica katilimcilarin program sonrasinda is gucu piyasasinda rekabet edebilecekleri herhangi bir vasif kazanmadiklari gorulmuştur. Dolayisiyla katılimcilara gerekli mesleki veya teknik egitimin verilmemesi, isgücü piyasasinin ihtiyac duydugu eleman sıkıntisinin goz ardi edildiğini göstermektedir. Sonuç olarak programin kisa sürede issizlikle mücadelede kullanilmasina ragmen uzun donemde issizliği gizledigini soylemek mumkundur.
