Basel III: what degree of constraint on banks' credit supply?

Abstract

The Basel III agreement strengthened banking regulations after the 2008 crisis, by introducing new solvency and liquidity requirements. An estimate based on French data shows that these requirements have not restricted credit supply. Their interactions mitigated credit growth only in the case of the weakest banks during periods of financial stress. L’accord de Bâle 3 a renforcé la réglementation bancaire après la crise de 2008, en introduisant de nouvelles exigences de solvabilité et de liquidité. Une estimation sur données françaises montre que ces exigences n’ont pas contraint l’offre de crédit. Les seules situations où leurs interactions atténuent la dynamique du crédit concernent les banques les plus fragiles durant les épisodes de tensions financières.
