Abstract

Crop insurance constitutes vital protection against climate risks for farmers. Despite being heavily subsidised in most advanced countries, insurance take-up is very low. Our case study on France shows that subsidies have little impact on insurance demand, especially for those who would benefit the most. We therefore suggest simplifying administration and improving information in order to increase take-up. Pour les agriculteurs, l’assurance-récolte est une protection fondamentale contre les risques climatiques. Bien qu'elle soit fortement subventionnée dans la plupart des économies avancées, la souscription d’une assurance est très faible. Notre étude de cas sur la France montre que les subventions ont peu d’impact sur la demande d’assurance, en particulier pour ceux qui en bénéficieraient le plus. Nous suggérons d'augmenter l'adhésion à l'assurance grâce à la simplification administrative et à l'information.
