Measuring the impact of industrial action on activity

Abstract

What impact did industrial action in the first quarter of 2023 have on France's GDP? We propose a method for quantifying this impact, using the Banque de France's Monthly Business Survey (MBS) and macroeconomic projection models. The downturn was significant in certain sectors and areas, although catch-up effects were seen in the second quarter. Quel a été l’impact sur le PIB français des mouvements sociaux du premier trimestre 2023 ? Nous apportons une proposition de chiffrage de cet effet à l’aide de l’Enquête Mensuelle de Conjoncture (EMC) de la Banque de France et des modèles de prévisions macroéconomiques. Il a été marqué dans certains secteurs et endroits, avec toutefois des effets de rattrapage à l’œuvre au deuxième trimestre.
