A specific regulatory framework for global systemically important banks
[Le cadre réglementaire spécifique des établissements bancaires systémiques]

Abstract

Systemically important banks are those whose “disorderly failure, because of their size, complexity and systemic interconnectedness, would cause significant disruption to the wider financial system and economic activity” (Financial Stability Board – FSB, 2011). This issue of banks that are “too big (or too interconnected) to fail” has become a priority over the last decade, particularly in the wake of the 2008 financial crisis and the collapse of Lehman Brothers. Since 2011, the FSB has published an annual list of global systemically important banks (G-SIBs) that are subject to stricter regulations and additional capital requirements. In 2022 (the 2023 list will be published in November), 30 institutions in 11 countries were designated as systemic (4 groups in France): although this number is stable over time, the methodological framework is developing in line with institutional progress. Les banques considérées comme systémiques sont celles dont « la faillite désordonnée, en raison de leur taille, complexité et de leur interconnexion, causerait des troubles importants au système financier dans son ensemble et à l’activité économique » (Conseil de stabilité financière, Financial Stability Board – FSB, 2011). Cette question des banques « trop grandes (ou trop interconnectées) pour faire faillite » est devenue une priorité au cours de la dernière décennie, notamment à la suite de la crise financière de 2008 et au défaut de Lehman Brothers. Depuis 2011, le FSB publie, chaque année, une liste des banques d’importance systémique mondiale qui sont soumises à des réglementations plus strictes et à des exigences de capital supplémentaires. En 2022 (la liste 2023 sera publiée en novembre), 30 établissements dans 11 pays ont été désignés comme systémiques (4 groupes en France) : si la population est stable dans le temps, le cadre méthodologique évolue avec les progrès institutionnels.
