The European Union’s 2021-2027 multiannual financial framework: new balances, new challenges

Abstract

The ongoing negotiations on the next multiannual financial framework for the European Union (EU) were launched 18 months ago by the European Commission. This framework, discussed between the Member States, sets out the EU’s main areas of spending and their ceilings over a seven-year horizon. Due to Brexit and the European parliamentary elections, the outcome of these negotiations was pushed back to autumn 2019 and should be concluded in early 2020. The multiannual financial framework negotiations reflect the power dynamics at play within the EU and highlight the major issues that currently jam the machinery of European integration. The debate on the euro area budget has been relaunched but shows the extent to which fiscal union, the missing piece of the Economic and Monetary Union, exacerbates differences in national positions. La négociation en cours du prochain cadre financier pluriannuel de l’Union européenne (UE) a été lancée par la Commission européenne il y a dix-huit mois. Ce cadre, négocié entre États, pose les grands axes de dépenses de l’UE et leurs plafonds sur un horizon de sept ans. En raison du Brexit et des élections parlementaires européennes, l’issue de cette négociation a été repoussée à l’automne 2019 et devrait aboutir début 2020. Illustration des rapports de force en présence au sein de l’UE, cette négociation met en relief les grandes questions qui grippent aujourd’hui la mécanique de la construction européenne. Le débat sur le budget de la zone euro est relancé mais montre combien l’union budgétaire, pièce manquante de l’Union économique et monétaire, exacerbe les divergences des positions nationales.
