Perspektive Razvoja Zemalja U Tranziciji

Abstract

Krajem XX veka dolazi do afirmacije i razvoja informatičke tehnologije, a time i do transformacije industrijske u informatičku, odnosno »novu ekonomiju«. Ona menja i Ijude i prilike. Dolazi do jačanja uloge i značaja nematerijajnih faktora, tako da preduzetništvo i informacija zasnovana na znanju postaju najznačajniji reursi. Internet postaje osnova »nove ekonomije«. On menja način na koji Ijudi posluju, uče, istražuju i komuniciraju, snosi teret administracije, menja način konkurencije, smanjuje troškove poslovanja, preskače nacionalne granice i dovodi do procesa globalizacije svetske privrede. Zemlje u tranziciji se moraju uklopiti u te moderne tokove razvoja tako što će formulisati svoju strategiju nacionalnog razvoja i utvrditi svoje komparativne prednosti u uslovima »nove ekonomije«. Te prednosti su, pre svega, u visokokvalifikovanoj i obrazovanoj mlađoj radnoj snazi koja brzo uči i osvaja nova znanja i sposobnosti, smanjenim transakcionim troškovima, skraćenju pojedinih faza razvoja koje su prošle visokorazvijene zemlje, korišćenju iskustva razvijenih zemalja, ostvarivanju naučnotehnološkog progresa, porastu produktivnosti rada i sl. Pri tome se tuđa iskustva moraju inovirati i prilagođavati svojim materijalnim i društvenim uslovima, a ne kopirati. Time je moguće da se pojave »evropski mali tigrovi«, slično pojavi »azijskih malih tigrova«.
