Pružanje Javnih Usluga Na Principu Javno-Privatnog Partnerstva (Provision Of Public Services Via Public-Private Partnership )

Abstract

Javno-privatna partnerstva (JPP) predstavljaju važan instrument za države u cilju proširenja i unapređenja infrastrukture i procesa pružanja javnih usluga svojim građanima. JPP poseduju potencijal za povećanje ekonomskog rasta i razvoja ukoliko se njihovo učešće poveća u odnosu na tradicionalni način pružanja javnih usluga. JPP se koriste već više od dve decenije u razvijenim privredama u velikom broju sektora, a sve više se posmatraju kao element u setu rešenja za prevazilaženje problema neadekvatne infrastrukture i javnog servisa u zemljama u razvoju. Ipak, da bi JPP mogla da ispune ovaj zadatak, interesi uključenih strana moraju biti zadovoljeni. Pod tim se podrazumeva poboljšanje i proširenje broja usluga koji vlada obezbeđuje građanima prema sistemu veća vrednost za novac ali i adekvatan povraćaj sredstava privatnim investitorima kao nagrada za preuzimanje rizika u zajedničkom projektu. U radu će biti predstavljen trenutni nivo penetracije projekata JPP u razvijenim privredama sa posebnim osvrtom na uočene prepreke za brži razvoj projekata JPP u zemljama Balkana i Srbiji.
