Abstract
The article is devoted to the study of the development of human capital and intellectual assets in business associations. The important place of intellectual assets in human capital, which determine the higher performance of enterprises, is substantiated. Intellectual assets 5of human potential should be considered as a unique type of resources - an integral component of human potential, which is transformed (integrated) into the structure of intellectual capital and is based on special (rare and exceptional) economic resources, which are the result of intellectual creative, scientific research and inventive activities and able to ensure receipt of future socio-economic benefits. The important place of micro, small and medium enterprises (MSMEs) in the development of the national economy is revealed. The dynamics of changes in the structure of the volume of products sold and employed personnel are given. It was determined that, despite the advantages, MSMEs have a number of limiting resource capabilities (tangible and intangible assets, financial resources, free time, etc.). The possibility of strengthening the capacity of MSMEs in terms of increasing their competitiveness and influence on economic development through the formation of clusters (and other business membership organization) has been proven. The peculiarities of cluster organizations are revealed as associations of enterprises and other institutions created according to defined goals and agreed principles, which are able to create value-added chains (VCA) and produce a synergistic effect, which in turn strengthens and improves their position in the competition in the local environment of a specific country or region and ensures the implementation of new opportunities in foreign markets. Clusters are able to ensure significant development of human capital, as they are concentrated mainly proactive entrepreneurs who possess certain knowledge and skills, are ready for their own development and are able to share experience and cooperate in new projects. The combination of various resources of enterprises in cluster organizations (and other business membership organization) determines significant opportunities for obtaining synergistic effects.
