Conceptual basis of the development of the strategy for providing the social security in Ukraine

The article defines the conceptual principles of developing the strategy for providing the social security in Ukraine. In particular, the analysis of modern definitions of the concept of "strategy" was carried out and the author's vision of the strategy of ensuring social security was determined, the interrelationships of strategy, tactics and policy were characterized in the context of the need to form a state of protection of the social interests of the population. During the research, important structural components of the development and implementation of the strategy were determined, including: the presence of goals and objectives, definition of subjects, object and subject, highlighting of the fundamental principles of the strategy, characterization and assessment of external and internal threats to social security (in particular, with the help of SWOT analysis), criteria and indicators of social security, priority directions, measures and mechanisms for ensuring social security, taking into account its multi-levels. In order to characterize external and internal threats to social security, as well as opportunities for its provision, the expediency of using a SWOT analysis was determined. Indicators and criteria for the implementation of the strategy are proposed using the example of the sphere of labor market security. The important condition for the development and implementation of the strategy should be the availability of several options for forecasts of the development of events and phenomena. Taking into account the need to form a state of protection of the interests of the population, the importance of developing strategy priorities, which are taken into account when planning specific measures, as well as resource provision (normative-legal, financial, labor, informational, scientific-methodical, etc.) and strategy tools that take into account the totality of legislative, organizational and economic, programmatic, methodical and other tools used in the process of implementation of the planned directions for ensuring social security. All of the above structural elements of the strategy form the expected result of its implementation, which in the future will be expressed in the growth of the level of balance in the development of the social sphere, the neutralization of key threats, and the improvement of the welfare of population
