State monitoring of non-formal education development in Ukraine

The article is devoted to the study of issues of state regulation of the development and recognition of non-formal education in Ukraine. Definition of the concepts and basic principles of influence on the processes of development of informal education, as well as monitoring of the development of informal education, as one of the elements of effective influence by the authorized bodies on the specified processes, management of the state and development of informal education, reflection, evaluation and analysis of processes and trends that taking place in the non-formal education sector, as well as forecasting further development. Monitoring is one of the main sources of data for the statistical study of lifelonglearning and an important element of regulating the development of non-formal education. Formal and non-formal education should interact, generating fundamentally new educational opportunities and new approaches to managing the lifelonglearning education system. Monitoring the development of non-formal education aims not only to reflect the state of transformations, but also to provide a quality information base for making management decisions at the national level. To achieve this goal, it is necessary to provide a systematic analysis of demand and supply indicators in the sector of informal education, as well as an assessment of the main trends in its development, in particular, processes of recognition of the results of informal education, its impact on the labor market and innovative development of enterprises, etc. State monitoring should generate information that would allow state education regulatory bodies to make a decision to which the education system meets the conditions established for educational activity and to what extent it achieves its goals, which ensure the achievement of state goals. In addition, the interests of stakeholders, students, business representatives, and state authorities should be taken into account during monitoring. The implementation of the monitoring system will become an effective tool of state influence on the development of informal education in Ukraine based on increasing its flexibility and ability to quickly respond to changes, ensuring the quality of educational services in accordance with the requirements of an innovation-oriented economy
