Requirements for resources necessary for resultative and efficient restoration of the transport infrastructure of Ukraine

Abstract

The article states that, despite the fact that military operations in Ukraine are still ongoing, the country's reconstruction has already begun. The economic losses of the transport sector of the Ukrainian economy and transport infrastructure as a result of the full-scale invasion of the Russian Federation into the territory of the country are analyzed. It was emphasized that the losses of transport infrastructure have a catastrophic dimension. Understanding their volumes is extremely relevant for assessing the current state of the domestic economic environment, and with it, the resource needs necessary for the effective and efficient recovery processes of Ukraine. It was emphasized that there is no doubt that Ukraine will cope with the existing challenges. However, the success of Ukraine's recovery will largely depend on, on the one hand, how quickly and fully the country will be able to integrate into European structures, and on the other hand, how effective international aid will be and how effectively Ukraine will be able to use it. Therefore, it is important to make an attempt to "peek" into the nearest economic future of the country, so that any scenarios of recovery processes in Ukraine should be implemented taking into account the needs of not only the peaceful construction of a new Ukraine, but also the implementation of international agreements. It is justified that the generalized directions of actions aimed at recovery should pursue two "macro goals" - the formation of a security structure of the national economy, as well as its full integration into the European economic environment. The source of their financing should be foreign financial assistance. However, even with significant support from partner countries, the state will not have sufficient resources for large-scale fundamental changes. Therefore, in solving the tasks of restoring the country's transport infrastructure, the private sector should play a decisive role, where programs and projects most effectively integrated into trans-European production and logistics networks can be implemented. It is successful privatization processes and investment expansion that can strengthen each other's effectiveness
