In addition, a unit change in governance, budgetary support and ICT infrastructure contributes significant factor change in NLIMS project implementation. The study concludes that governance, budgetary support and ICT infrastructure are the main challenges facing NLIMS project implements due to significant influence, and Stakeholders involvement is not a challenge at implementation phase. Unique Contribution to Theory, Policy and Practice: The study recommends that the government should conduct training on leadership and change management to project managers and leadership or project team in general. The government should further strengthen its institutional framework to reduce the effect of leadership changes within its institutions and ensure ongoing projects are not affected. The government should avail more funds towards NLIMS project
