Implicaciones para Colombia de la renegociación de la deuda en América Latina

Abstract

A comienzos de la década del ochenta se puso de manifiesto el gran obstáculo que representa para la evolución de los países en desarrollo el excesivo crecimiento experimentado por el servicio de su deuda externa. La magnitud del problema se refleja en la cantidad de países que procuraron la reprogramación formal del servicio de su deuda o una refinación de las mismas. Más de veinte países han celebrado negociaciones para lo primero, algunos a través del Club de París -el foro tradicional para renegociar la deuda oficial-, otros, han recurrido a fuentes privadas, tratando de reprogramar el servicio de la deuda por medio de comités de acreedores, según programas convenidos previamente con el Fondo Monetario Internacional. A fines de 1983 estaban vigentes cuarenta y tres acuerdos de derecho de giro y en virtud del servicio ampliado con esta entidad y en sólo América Latina y el Caribe entre 1981 y diciembre de 1983, diez y siete países se habían visto obligados a solicitar al FMI financiación de emergencia para su balanza de pagos.El propósito de este documento es presentar algunas ideas sobre las posibles repercusiones que tiene para Colombia la renegociación de la deuda por parte de algunos países de América Latina.
