Aspectos macroeconómicos de las utilidades por compraventa de divisas de la cuenta especial de cambios

Abstract

Este trabajo persigue dos objetivos. En primer lugar, se discute el origen de las utilidades por compraventa de divisas (UCVD) de la Cuenta Especial de Cambios (CEC) y la naturaleza de su trabajo al gobierno. En segundo término, se analizan los efectos macroeconómicos de la utilización de los recursos de las UCVD para la financiación del déficit del gobierno, haciendo especial énfasis en la interrelación de numerosos instrumentos y objetivos de política económica a causa de este hecho.La importancia de este tema se pone de presente al observar que finanzas del Estado han sido y continuarán siendo altamente dependientes de la CEC en los próximos años, pues la reciente reforma tributaria tan solo alteró la destinación de los recursos provenientes de las UCVD y consagró el hecho de que el gobierno podrá recibir en préstamo hasta un 75% de su producto. Se debe mencionar, adicionalmente, que la visión que aquí se presenta es diferente a la mayoría de los trabajos sobre el tema y que, en buena medida, es complementaria a varios de ellos.
