Impacto de la política pública sobre la demanda cultural: el caso de cuatro museos en Colombia

Abstract

Para incentivar la demanda a los museos, el Gobierno colombiano creó la Ley 580 del año 2000, que estableció la entrada gratuita a los museos entre el 15 de julio y 15 de agosto. La aplicación de esta ley produjo un incremento en la demanda de usuarios durante estos meses, pero generó una disminución en los ingresos por boletería. Para resolver esta situación, se aprobó la Ley 929 del año 2004, que establece la entrada gratuita a los museos el último domingo de cada mes. Este trabajo investiga el impacto de la Ley 929 sobre los ingresos por boletería y visitantes a cuatro museos de Bogotá. Se construyó una base de datos de visitantes e ingresos para el período 2001-2008 y se estimaron modelos univariados ARIMA de intervención. Se concluye que la ley tuvo un impacto positivo sobre los ingresos por boletería de todos los museos, pero no que no modificó el comportamiento sobre la demanda de los visitantes.
