Auge y perpetuación de una inflación moderada. Colombia 1970 - 1991

Abstract

Se estudia la experiencia inflacionaria de Colombia durante las últimas décadas, con base en un modelo que enfatiza dos elementos: el efecto de choques y el tipo de política diseñada para enfrentarlos. El ejercicio empírico usa la metodología narrativa de estudio-de-episodios, y analiza las actas de la Junta Monetaria correspondientes a las sesiones aledañas a los choques. Choques de reservas internacionales, de oferta agrícola y de política, así como la falta de un compromiso serio por parte de las autoridades para bajar la inflación, son la principal causa del nivel moderadamente alto y sostenido de inflación del país. Se evalúa el costo de inflación, con base en el criterio de variabilidad de precios relativos. Es un resultado notorio que la relación positiva entre el nivel de inflación y la variabilidad mencionada, ampliamente documentada para otros países, no se encuentra para Colombia durante los períodos de inflación alta pero estable.
