El impacto del apagón del 28 de abril de 2025 sobre los sistemas de pago en España

Abstract

Este artículo describe el impacto que el apagón eléctrico sufrido en la península ibérica el día 28 de abril de 2025 tuvo en los sistemas de pago, tanto minoristas como mayoristas, el sistema de liquidación de valores, los distintos intervinientes en la cadena de pago y, en el caso de los pagos minoristas, los instrumentos de pago y canales utilizados. En particular, se produjo una clara reducción de las operaciones de pago minoristas, debido fundamentalmente a la imposibilidad de continuar con la operativa comercial o empresarial subyacente por falta de sistemas de respaldo eléctrico. Por otro lado, las infraestructuras financieras (y en especial los sistemas de pago) presentes en España demostraron una alta resiliencia, apoyadas en sistemas de contingencia que permitieron su correcto funcionamiento, de acuerdo con los requisitos de continuidad operativa recogidos en los marcos de vigilancia y regulatorios aplicables a las infraestructuras financieras.
