Evolución histórica de los Fondos Estructurales y de Inversión Europeos

Abstract

El Consejo Europeo aprobó en diciembre de 2020 el reglamento por el que se establece el marco financiero plurianual de la Unión Europea (UE) para el período 2021-2027 y el instrumento de recuperación Next Generation EU. Ambos mecanismos permitirán aportar en los próximos años una financiación de 1,8 billones de euros con el fin de sustentar la recuperación tras la pandemia de COVID-19 y las prioridades a largo plazo de la UE. Para poner en contexto la magnitud de estos recursos y el reto que supone su gestión, este artículo describe, en primer lugar, los Fondos Estructurales y de Inversión Europeos. A continuación, se ofrece un análisis pormenorizado de la cuantía y composición de los recursos recibidos hasta la fecha bajo el paraguas de estos fondos, así como de su distribución por tipos de gasto en los países más grandes de la UE, con especial énfasis en el caso español. Por último, dado el foco regional en los criterios de asignación, se diseccionan la evolución, la composición y la distribución por tipo de gasto de estos fondos entre las diferentes comunidades autónomas españolas.
