Impacto de SUNAFIL sobre la informalidad laboral: ¿Qué factores ayudaron a que sea más efectiva?

Abstract

Este estudio realiza una evaluación de impacto cuasi experimental de la implementación de Sunafil sobre medidas de informalidad laboral. Sunafil cambió en el entorno institucional expresado principalmente por un aumento del gasto asignado para la fiscalización laboral. Aprovechando que el despliegue de Sunafil varió en el tiempo y espacio, se usó diferencias en diferencias en múltiples periodos, regresión discontinua y diferencias en discontinuidades. Se encuentra que Sunafil redujo la probabilidad de no tener seguro de salud (18 pp.), no tener contrato de trabajo (23 pp.) y recibir menos del salario mínimo (9 pp.). Similares efectos se encuentran en el sector formal. Los efectos fueron diferenciados por género y en la intensidad del gasto en fiscalización y en personal. La presente investigación ganadora del XXIV Concurso Anual de Investigación 2021 - II, con recursos propios y con el auspicio de la Fundación Manuel J. Bustamante de la Fuente, el Fondo Fiduciario de la ONU para Eliminar la Violencia contra la Mujer y la Fundación Nacional para la Democracia (NED, por sus siglas en inglés).
