Los costos de la contaminación minera: género, bienestar e instituciones

Abstract

La investigación sobre aspectos ambientales y externalidades negativas de la actividad minera es escasa. En este trabajo estudiamos de manera exploratoria e interdisciplinaria: (i) las correlaciones entre cercanía a un Pasivo Ambiental Minero (PAM) e indicadores de salud y producción agropecuaria, con un enfoque de género; y (ii) la institucionalidad ambiental local alrededor de la gestión de los PAM. Por un lado, el componente cuantitativo del estudio encuentra que la cercanía a un PAM está correlaciona con algunos problemas de salud y productividad agropecuaria (la mayoría a un nivel de confianza de 90%), siendo las mujeres un grupo particularmente afectado. Por otro, el componente cualitativo indica que la institucionalidad ambiental local alrededor de la gestión de los PAM es débil y sigue una racionalidad macroeconómica (atraer inversiones y promover el PBI minero) antes que ambiental. Este estudio se desarrolló como resultado del XIX Concurso Anual de Investigación CIES 2017, con el auspicio de Global Affairs Canada (GAC), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés), la Fundación Manuel J. Bustamante De la Fuente, la Superintendencia Nacional de Aduanas y de Administración Tributaria (SUNAT) y el Consorcio de Investigación Económica y Social (CIES).
