Impacto de las supervisiones de las concesiones forestales maderables sobre el cumplimiento de la Ley Forestal en el Perú

Abstract

El tráfico ilegal de madera sigue constituyendo el principal problema en el Perú. Al año 2016, este problema se materializa en la utilización de guías de transporte forestal obtenidas legalmente para blanquear y movilizar madera que proviene de áreas no autorizadas para aprovechamiento forestal. Este estudio cuantifica el impacto de las supervisiones forestales en la reducción del tráfico ilegal de la madera que se produce a través de las concesiones forestales. Utilizando una metodología de evaluación de impacto cuasi experimental este estudio encuentra que las supervisiones de campo a las concesiones forestales han evitado el aprovechamiento ilegal de la madera en alrededor de 1.500 metros cúbicos por supervisión realizada. Para el período 2009 – 2014, las supervisiones forestales han reducido 679.320 metros cúbicos de madera ilegal en las concesiones forestales. Adicionalmente, este documento plantea recomendaciones de política para mejorar las supervisiones forestales. Este estudio se desarrolló como resultado del XVII Concurso Anual de Investigación CIES 2015, con el auspicio del Department of Foreign Affairs, Trade and Development (DFATD) - Canada, el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
