Las barreras al crecimiento económico en La Libertad

Abstract

Esta investigación presenta un diagnóstico de crecimiento para la región La Libertad utilizando la metodología ideada por Hausmann, Rodrik y Velasco (2005), la cual es adaptada al ámbito subnacional. A pesar de las altas tasas de crecimiento de la región en la última década, el análisis de la información cualitativa y cuantitativa disponible permite identificar cuatro factores que limitan fuertemente el crecimiento de largo plazo: bajos niveles de capital humano; una deficiente provisión de infraestructura; el crimen y la inseguridad ciudadana en la costa; y la fragilidad institucional del sector público. Estos problemas son confirmados por los distintos test del marco analítico y, de ser remediados, mejorarían ampliamente las perspectivas de crecimiento de la región. Este estudio se desarrolló como resultado del XV Concurso Anual de Investigación CIES 2013, con el auspicio del Ministerio de Relaciones Exteriores, Comercio y Desarrollo de Canadá (DFATD, por sus siglas en inglés), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
