El efecto de la presencia policial sobre el delito en Perú

Abstract

La investigación estima el efecto de la presencia policial sobre la delincuencia en Perú. Una base de datos a nivel de individuos es construida a partir de la fusión de una encuesta de victimización y un censo de comisarías para los años 2012 y 2013. Con el fin de solucionar la endogeneidad entre las variables, se instrumentaliza el número de policías en servicio usando el programa piloto Retén-Servicio-Franco, aplicado en un grupo de jurisdicciones en el 2012. Los resultados muestran que un incremento de 1.00% en el número de policías en servicio en un distrito disminuiría 0.52% la probabilidad de ser víctima de un delito por parte de sus residentes. Específicamente, dicho incremento reduciría la probabilidad de robo de vehículos y autopartes (-2.22%), robo de dinero, cartera o celular (-0.65%) y estafas (-3.17%). No obstante, no tendría efecto sobre otros delitos. Este estudio se desarrolló como resultado del XV Concurso Anual de Investigación CIES 2013, con el auspicio del Ministerio de Relaciones Exteriores, Comercio y Desarrollo de Canadá (DFATD, por sus siglas en inglés), el Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés) y la Fundación Manuel J. Bustamante de la Fuente.
