Cajas Municipales, microcrédito y pobreza en el Perú

Abstract

Se estima que las microempresas en Perú dan empleo a alrededor de seis millones de personas, o 75% de la población económicamente activa, y que su participación en el producto bruto interno (PBI) es aproximadamente de 30% (Banco Interamericano de Desarrollo, 1996). Sin embargo, la capacidad del sector para desempeñarse en forma efectiva ha sido limitada, principalmente por el escaso acceso a los servicios financieros. Esto último se explica porque en el sistema formal bancario no se cuenta con la capacidad institucional ni con las tecnologías crediticias apropiadas. Normalmente, la banca peruana se ha mostrado renuente a realizar operaciones con la microempresa, porque dichas actividades son percibidas como extremadamente riesgosas y de alto costo (Banco Interamericano de Desarrollo, 1996). En este contexto, en los últimos años, han aparecido las Cajas Municipales de Ahorro y Crédito (cajas municipales), que son instituciones financieras formales y reguladas sin fines de lucro, con personería jurídica propia de derecho público y con autonomía económica, financiera y administrativa.
