Evaluation of Participatory Budgeting in Turkey

Participation of the citizens at the budgeting processes which is to show the public's financial plan and tasks an ideal in terms of democracy. During the first era is a direct democracy model had been admitted in Ancient Greece. Representative democracy models adopted in contemporary democracies that foresee participation by representatives in the management and decision processes instead of citizens, and as a result of that model citizens are left out of the process in the sense of direct decision in the 1980s participation had began to be discussed at all over the world . Participatory processes had become a discussion topic in Turkey at the beginning of the 90s. In 1992, Agenda 21, which was structured with the Rio Declaration, were established. Participatory processes supported by co-created projects by the help of harmonization process through European Union. Çanakkale Municipality and Uşak Special Provincial Administration prepared case studies on participatory budgeting. Support Project for Local Government Reform, Project for Municipal Partnership Networks, Turkish-Swedish Local Authorities Partnership, and information on municipal capacity development will be examined at the scope of this study. The Agenda 21 and application of the Local Agenda 21 will examine then the European Union Autonomy Charter and the participant outlook will be exlpained To conclude experiments of participatory processes via city councils, Çanakkale and Uşak city’s implementations will be indicated.
