Abstract

In late 2009, the Basel Committee has published two consultative documents to strengthen financial stability after the crisis.They revise significant aspects of Basel 2.The main objectives of the reform are: to raise the quality of regulatory capital, increasing its capacity to absorb losses; to extend risk coverage; to limit excessive leverage in banks’ balance-sheet; to reduce pro-cyclicality of prudential regulation, with the requirement for banks to accumulate resources in expansionary phases; to contain liquidity risk through quantitative rules.The quantitative impact study, launched last month, will provide useful guidance to finalize the rules by the end of the year.
