Intelligent Assessment of Vocational Education Teachers' Competencies and Design of Competency Certification Framework from a Cross-Cultural Perspective

Abstract

With the advancement of the Belt and Road Initiative, the internationalization of vocational education in China has accelerated, presenting complex cross-cultural teaching challenges for vocational educators. Existing teacher assessment and certification systems, however, inadequately measure teachers' competencies in diverse cultural settings, limiting the development of truly internationalized teaching staff. This paper proposes an innovative competency assessment and certification framework grounded in global competence, cross-cultural assessment, and teacher professional development theories. The framework integrates advanced AI technologies, including micro-expression recognition, cross-cultural teaching simulation, and competency visualization algorithms, to create a dynamic system spanning teacher recruitment, training, evaluation, and certification. By providing targeted development pathways and evidence-based certification, the framework aims to enhance teachers' cross-cultural adaptability, promote sustained professional growth, and facilitate the international mobility of vocational educators. Pilot implementations demonstrate significant improvements in cross-cultural teaching effectiveness and teacher satisfaction. This research contributes a scientifically robust and internationally credible model for cultivating globally competent vocational education professionals, supporting China's vocational education internationalization goals.
