A New Approach to Happiness Education: A Case Study of Singapore's Family Education Policy in 2025

Abstract

This study examines Singapore's family education policy in 2025, which reframes well-being as a family responsibility rather than solely a state or school obligation, as a form of happiness education. Through a qualitative case study approach, it analyzes two key policy documents, including the Parenting for Wellness Toolkit (2025) and the Character and Citizenship Education (CCE) syllabus and CCE textbooks for primary schools. By integrating and adapting well-being model and the Family Education Model (FEM), the study proposes a new framework, the Family Well-being Education Model (FWEM), comprising five dimensions: collaborative bonds, meaningful commitment, engaged communication, reflective evaluation, and collective accomplishment. The research criticizes that while Singapore's policy effectively embeds happiness education within family and cultural values such as filial piety and communal harmony, it also exposes tensions between relational empowerment and neoliberal governance. The study emphasizes the need to address structural inequalities to ensure equitable well-being outcomes across all socioeconomic groups.
