Abstract
With the evolution of educational digitalization from mere "technological application" to comprehensive "ecosystem reconstruction," college students have emerged as a central force in linking educational digitalization with broader societal digitalization through their digital literacy. As the future drivers of innovation and knowledge dissemination, their ability to navigate digital environments, critically evaluate information, and adhere to ethical norms becomes crucial for the development of a digitally empowered society. However, current observations indicate that Chinese college students face significant challenges in digital literacy, characterized by fragmented skill sets, superficial analytical approaches, and unclear ethical awareness. Such deficiencies hinder their ability to meet the growing societal demand for versatile talents who can not only proficiently apply digital tools but also engage in reflective, critical thinking while upholding integrity. In response, this study constructs a comprehensive three-dimensional framework encompassing "digital foundational competencies, digital thinking competencies, and digital ethical literacy" specifically tailored for college students. Within this framework, targeted cultivation strategies are proposed across three key dimensions: innovation in curriculum design to integrate foundational knowledge and advanced digital applications; creation of practical scenarios that encourage experiential learning and cross-disciplinary collaboration; and establishment of cooperative mechanisms that promote peer-to-peer learning, mentorship, and institutional support. By emphasizing the integration of knowledge, practical skills, and ethical awareness, this framework aims to provide universities with both theoretical guidance and practical solutions for enhancing the quality of digital literacy education, thereby fostering high-caliber talents capable of thriving and contributing effectively in a complex digital society.
